Bom tenho um menu bem simples que montei em css, queria saber se tem como identificar o <li> que esta com a tag selected e aplicar o efeito do hover que esta na class .horizontal-menu li:hover.

Podes usar li[selected] no seletor, mas sugiro fazer isso com classes de CSS e depois usar li.selected no seletor.

Mas como referi com li[selected] funciona, ou seja:

    padding-bottom: 17px;
