Quando starto o Tomcat ele chama tranquilo o Olá Mundo no index.jsp. Porém quando chamo o @Path dá 404. Estou chamando: http://localhost:8080/backend/service/todosClientes. Estou usando o SoapUI 5.5.0.

Analisando o que foi apresentado, acredito que o problema seja no mapeamento do serviço REST.

<servlet-mapping>
    <servlet-name>Jersey REST Service</servlet-name>
    <url-pattern>/*</url-pattern>
</servlet-mapping>

Solução 1 - Mudar a chamada para http://localhost:8080/service/todosClientes

Solução 2 - Mudar o mapeamento do serviço REST:

 <servlet-mapping>
    <servlet-name>Jersey REST Service</servlet-name>
    <url-pattern>/backend</url-pattern>
 </servlet-mapping>
