Estou utilizando esta biblioteca / Plunker:
Gostaria de fazer funcionar o touch com o efeito:
touch-action: pan-x;
Como este exemplo, se você habilitar o console, com versão mobile ativo dá pra ver o toque funcionando.
Em tentei fazer usando javascript:

Mas ficou meio estranho o movimento.
-webkit-overflow-scrolling: touch;
e coloque o prefixo tb nas outra propriedades,touch-action
/-webkit-touch-action
... testa ai pra ver se funciona...
