Inicialmente tentei adicionar trechos que estão relacionados ao identity e utilizei o metodo Find com senha e login, mas não obtive sucesso.

Identity é usado no MVC, em WebService isso funciona diferente, cada solicitação no WS é uma solicitação nova, diferente de quando você está rodando algum site no IIS.

Da uma lida aqui que você vai entender como autenticar em um WS.
