Como fazer uma View sobrepor-se?

Tenho este XML:

Mas acontece que o fab_menu fica por trás do Fragment (tal como ilustra a imagem), e meu objetivo é fazer com que ele esteja a frente do Fragment.

Você pode usar o FrameLayout para fazer uma view se sobrepor a outra. Eis um exemplo do meu player de vídeo:
