O erro é claríssimo. Você está adicionando ao contexto o mesmo objeto duas vezes.

Aqui:

    db.Users.Attach(usr.ToApplication());

E aqui:

    db.Entry(usr.ToApplication()).State = System.Data.Entity.EntityState.Modified;

Não sei o que faz .ToApplication(), mas suponho que converte um objeto em outro. De qualquer forma, numa modificação, evite usar db.Users.Attach().
