Você pode redimensionar o Bitmap:

Bitmap yourBitmap;
Bitmap resized = Bitmap.createScaledBitmap(yourBitmap, newWidth, newHeight, true);
// ou:
resized = Bitmap.createScaledBitmap(yourBitmap,(int)(yourBitmap.getWidth()*0.3), (int)(yourBitmap.getHeight()*0.3), true);
